Cause
Data validation breaks when you:
- Insert rows above the header
- Replace or reorder columns
- Paste over the header row
Fix
Run: Content Tools → Refresh Options
If dropdowns are still missing, run:
Content Tools → Admin → Setup / Repair Sheet
